Peer Review Process

All manuscripts submitted to the Bulletin of "Carol I" National Defence University undergo internal and external double-blind peer review.

The internal editors of the journal initially assess whether the manuscript is relevant to the journal's scope. During this phase, an article may be rejected without external review if the editor finds similarities with other published works, the topic falls outside the scope of the Bulletin, or the paper format is unprofessional. If the manuscript passes through the initial editorial filter, two external reviewers evaluate the paper. This process typically takes 3-4 weeks.

The outcome of the review process may result in:

a) Acceptance;

b) Resubmission  with minor revisions;

c) Resubmission  with major revisions;

d) Rejection of the article.

All articles undergo similarity verification using sistemantiplagiat.ro (Sissro).

It should be noted that, as an exception, the Editorial Board invites leading specialists in their field to express their views on specific topics for the Bulletin. For the Special Guest column, there is content evaluation by the Editorial Board.
