MARITIME STRATEGIES BASED ON THREATS

Abstract

Threat-based maritime security strategies, depending on nation and culture, geopolitics and political-military
developments at a given moment, can be interpreted differently, and it is important to know the entire theoretical spectrum
and the historical-causal evolution of concepts that are interdependent. The presence of an explicit link between maritime
security, threats and geopolitics is measured by the unequivocal emergence of the concept of geopolitics and the certainty
that threats affect maritime security. The direct influence of threats and geopolitical factors on maritime security objectives is
measured by the emergence of risks to maritime geopolitical interests and geographical positions when it comes to maritime
safety objectives.

Auraş Liviu COMAN, Componenta Operațională Navală, Mihail Kogălniceanu, Constanța

Născut la data de 08.10.1968, localitatea M. Kogălniceanu, Auraș-Liviu COMAN este absolvent al Academiei Navale Mircea cel Bătrân, Facultatea de Marină Militară, Secţia Navigaţie. Este student doctorand din anul 2016 la Universitatea Națională de Apărare în domeniul „Informaţii și Securitate Naţională”. În perioada 2008 – 2010 a absolvit programul de studii masterale Conducere Interarme Forţe Navale în domeniul Ştiinţe Militare şi Informaţii. După absolvirea masteratului, în perioada 2010-2013 a ocupat funcţia de comandant al corvetei Cam. H. Macellariu, iar din 2013, funcţia de şef de stat major în cadrul Divizionului 50 Corvete. A fost numit în funcţia de comandant al Divizionului 50 Corvete la data de 01 iulie 2016. Începând cu 20.09.2017 este detaşat şi împuternicit pe funcţia de locţiitor al comandantului CON. Pe parcursul carierei şi-a dezvoltat pregătirea profesionala absolvind cursurile de şefi de armă navigaţie, curs de stat major de artilerie şi rachete navale, Curs de carieră – stat major - “Folosirea în Luptă a Unităţilor de Marină”, curs NATO/PfP “Hazardous areas, maps and Symbologies Course”, Karamurselbey, Turcia, Curs NATO-SCHOOL (SHAPE) – “NATO/Partner Operational Staff Officers Course” şi “NATO Staff Orientation Officers Course”, Allied Joint Operations Staff Officers Course, Curs privind planificarea şi execuţia operaţiilor navale, San Remo, Italia. În perioada 2008-2010 a absolvit Facultatea de Comandă şi Stat Major din cadrul UNAp, Bucureşti, iar în perioada 2015-2016 a absolvit Colegiul de Comandă din cadrul Colegiului Naval de Război, Rhode Island, S.U.A. De-a lungul carierei a participat la 27 de exerciţii NATO, NATO/PfP şi regionale, cum ar fi Strong Resolve, Allied Action, Cooperative Partener, Blacksea Partnership, Turkish Minex, Dogu Akdeniz, Rescue Eagle, Cooperative Poseidon, Sea Breeze, BLACKSEAGURAD, ASW / Livex, BLACKSEAFOR. De asemenea a fost ofiţer de proiect sau reprezentant naţional pentru Maritime Security Operation Working Group din cadrul Chiefs of the European Navies, CSBM Naval şi Tratatul de la Viena, Convenţia de la Geneva, BLACKSEAFOR. Ofiţerul este coautor la lucrarea „Crizele Caucaziene, Mizele Energetice şi Securitatea în Zona Extinsă a Mării Negre”. De asemenea a câştigat locul I la conferinţa doctrinară din cadrul Universităţii de Apărare din Budapesta (2010), locul I pentru cea mai bună lucrare de disertaţie la încheierea studiilor masterale Conducere Interarme Forţe Navale (2010) şi premiul I Robert E. Batemans International Prize în cadrul Colegiului Naval de Război (2016).
