THE EURO-ATLANTIC MARITIME SECURITY COMPREHENSIVE APPROACH

Abstract

The update or development of the Euro-Atlantic Maritime Strategies has largely resonated with the assertion of the intentions of the North Atlantic Treaty Organization (NATO) and the European Union (EU) to promote and defend their values and interests both at the level of the vital space, represented by the Euro-Atlantic Maritime Space, and beyond wherever the situation and the needs of international maritime security impose it.

To this end, streamlining the Euro-Atlantic maritime security process and maintaining it must be a defining element for the success of this process, for which the aim of a comprehensive approach to maritime security calibrated on security community theory may be a viable solution.

Author Biography

Cătălin VLAD, Romanian National Defense University **ROU NAVY

Born on 02.02.1975, town Constanta, first name Valentin Catalin last name Vlad graduate of the ”Mircea cel Batran” Naval Academy , Faculty of Naval Forces, series of graduates 1998. He has the title of master in Naval Forces Joint Command, attained in 2011 by ”Carol I” Romanian National Defense University Academic training has been completed by graduating from several postgraduate courses and master's studies in Greece (PfP Training Center / Kilkis), Germany (NATO School / Oberammergau), Romania ("Mircea cel Batran" Naval Academy / Constanta, "Carol I" National Defense University / Bucharest, Maritime University of Constanta) and the United States of America (Surface Warfare Officers School Command / Newport, Naval War College / Newport). He has been an officer in the active service of the Romanian Naval Forces since 1998 and has worked on various execution and command functions on board ships and in national and NATO command structures. Thus, between 2011-2013 he commanded the corvette "RADM Eustatiu Sebastian" (264), between 2013-2015 he served as Battle Watch Captain to Allied Maritime Command of Northwood / UK, from January to June 2017 he served as Chief of Staff of the Standing NATO Maritime Group 2 / SNMG-2 while operationally deployed in the eastern maritime flank of NATO, and from 2016 he is the head of operations of the Fleet Command. His scientific activity is represented by several articles and scientific papers such as Regional Maritime Security Cooperation to Counter Black Sea Threats; Concepts – Cooperative Security, Security Communities; A Possible Euro-Atlantic Comprehensive Maritime Security Model and Comprehensive Resources Planning Over the Maritime Security Operation, appeared at the publishing houses of the National Defense University "Carol I" and the Romanian Naval Forces Staff.
