Abstract

The paper analyzes the armed conflict in Sudan that broke out on April 15, 2023, between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). Methodologically, the research is based on a qualitative, case study approach, using documentary analysis of UN and UNHCR reports, official communiqués from the governments involved, resolutions and statements from international organizations, as well as the international and regional press. These sources are correlated so as to highlight both the military and geopolitical dimensions, as well as the humanitarian and consular dimensions of the Sudanese crisis.
The results of the research show that Sudan has become an arena for geopolitical competition in which the United Arab Emirates, Egypt, Saudi Arabia, and the Russian Federation project their own interests through military, financial, or diplomatic support to the parties involved in the conflict. A specific result of the analysis is the evaluation of Romania’s response as a case study of consular management of a major foreign crisis.

Author Biography

Marius-Gabriel BOBOCEA, Ministry of Foreign Affairs

Marius-Gabriel Bobocea is a graduate of the Faculty of Law of the University of Bucharest. He followed the master's degree of the "Titu Maiorescu" University entitled "Forensic and judicial psychology in criminal investigation". The master's degree was completed with the work entitled "Forensic Research of Forgeries in Passports and Visa Stickers".

Since 2014, Marius has been working within the Ministry of Foreign Affairs (MAE). His diplomatic career began within the Consular Department (DCons), within the National Visa Center (CNV). The activity in this structure inspired the aforementioned dissertation.

In the Foreign Service, he carried out short and long-term diplomatic missions, in Izmir, R. Turkey, Nicosia, R. Cyprus, Muscat, The Sultanate of Oman.Upon his return, in 2022, to the MAE Headquarters, Marius was assigned to the Group for Special Situations (GSD) within the DCons. In 2022, he carried out a short-term mission in New Delhi, India.

Within the GSD, Marius managed the Romanian MFA response to the armed conflict that broke out in Sudan, on April 15, 2023, coordinating, together with Romanian diplomatic missions, assistance and consular protection provided by the Romanian state to Romanian citizens and their family members on the territory of Sudan.

In 2023, the GSD is dissolved and the group's activity is absorbed by the Operative Center for Special Emergency Situations (COSSU).Within COSSU, Marius carried out 2 short-term missions in Colombo, Sri Lanka, in the spring of 2024 and in the summer of 2025.

Within COSSU, the diplomat manages special situations involving Romanian citizens (calamities, accidents, natural disasters, citizens stranded on the territory of states where armed conflicts take place etc.) and provides support to the Interinstitutional Crisis Cell, when it is activated by the Romanian Minister of Foreign Affairs.
